ADMINISTRATIVE LAW STATUS OF ENTITIES PROVIDING ADMINISTRATIVE POLICE SERVICES IN UKRAINE

Abstract

The article reveals the administrative and legal status of the subjects providing administrative police services in Ukraine. It has been proven that the provision of administrative police services by the National Police of Ukraine is a complex administrative activity carried out through the organizational structures of units (sectoral and territorial) and directly by police officers. It is determined that the administrative and legal status of a police unit providing administrative police services is determined by its goals and objectives, organizational structure, and competence, which includes the subject matter and scope of authority. It is summarized that the sectoral units of the National Police include the patrol police, the security police, and the police included in the preventive block, the main sectors of which are the provision of administrative police services by community officers and juvenile police officers. It is determined that the administrative and legal status of the patrol police defines its functions, powers, purpose, subject matter, structure, and competence for the effective provision of administrative police services and increasing public trust. Territorial units providing administrative police services are established in the Autonomous Republic of Crimea, regions, cities of Kyiv and Sevastopol, districts, cities, interregional, and local in territorial communities. The latter are in the form of numerous police stations that are closest to citizens. It is concluded that the administrative and legal status of a police officer providing administrative police services is that he/she is a citizen of Ukraine, has taken the Oath, has a service ID and badge, performs duties in compliance with the rights and freedoms of citizens, provides public assistance, adheres to professional ethics, is responsible for his/her actions, and receives social protection from the Ukrainian state and respect from Ukrainian society.
