ISRAEL'S EXPERIENCE IN ADMINISTRATIVE LAW SUPPORT OF THE RIGHTS, FREEDOMS AND LEGITIMATE INTERESTS OF CITIZENS AMIDST WARS AND MILITARY CONFLICTS

Abstract

The article identifies and generalizes Israel's experience in the administrative and legal support of the rights, freedoms, and legitimate interests of citizens in conditions of wars and military conflicts. It teaches that there are effective factors motivating young people to serve in the IDF (Israel Defense Forces) and their experience can provide a useful example for Ukraine to adopt. The sense of national identity and the desire to ensure the security of their country are significant motivational factors for joining the IDF. Survival motivation, where citizens in societies facing existential threats such as terrorist threats or military conflict, may feel the need to protect themselves and their community. Ideological motivation, where the struggle for values and ideals that define the national character can be a strong motivating factor. A sense of belief in the justice of a particular path and the desire to fight for these values also play an important role. Normative motivations, which are based on generally accepted principles in society such as devotion to one's country, patriotism, and responsibility to fellow citizens. Individualistic motivations involve the desire for self-realization and personal contribution to the cause of military service, which is a leading (in most cases obligatory) factor in building a subsequent career in public service and politics. In this context of Israeli experience, the mobilization of youth in Ukraine can be considered through the stimulation of certain factors. Namely, strengthening Ukrainian identity and patriotism through educational activities, fostering, and stimulating the development of the Ukrainian information media space. Young people who associate their future with the Armed Forces of Ukraine must be convinced that the state and society adequately provide for them after conscription, care in case of injury, and honor, including materially supporting the family, in the event of death. Encouragement and support for public initiatives and organizations that promote values and ideals important for the defense of Ukraine. Creating programs and opportunities for personal and professional development in the army and after discharge from it.
